Family Health International Recruiting - Various Positions

FAMILY HEALTH INTERNATIONAL is a public health and development organization working to improve the lives of the world's most vulnerable people. Our 2,500 staff work in 55 countries conducting research and implementing programs that advance public health and build local capacity to address development problems. Since 1971, Family Health International has been a global leader in family planning and reproductive health and, since 1986, in the worldwide response to HIV/AIDS. Our research and programs also address malaria, tuberculosis, and other infectious and chronic diseases. Our partners include US and international agencies, governments, foundations, research institutions, and individual donors.
In Nigeria, FHI is currently engaged in providing public health services and undertaking research in HIV/AIDS, TB, malaria and reproductive health in partnership with the Government of Nigeria, under funding from the United States aid programs as well as from the Global Fund and private foundations and corporations. To strengthen our operations we are seeking qualified Nigerian candidates for the following positions:

MONITORING AND EVALUATION OFFICER (LAMIS) (1 POSITION)
LOCATION: KANO ZONE
The Monitoring and Evaluation Officer (LAM IS), under the supervision of the Senior M&E Officer, Zonal Senior M&E Officer and the Zonal Manager, with technical over sight from the Director of M&E, will be responsible for the implementation of monitoring and evaluation activities specific to the Lafiya Management Information System (LAMIS).

KEY RESPONSIBILITIES
• Provide technical and programmatic support for implementing high quality care and support activities with primary focus on clinical management of HIV/AIDS and PMTCT at the public health evaluation/LAM IS facilities in the zone
• Work with other staff in the zonal office and the LAM IS facility staff to ensure that activities at the LAMISIPHE sites are appropriate and meet government, donor and project needs

MINIMUM REQUIREMENTS
• MBBS/MO and MPH or related postgraduate qualification with 3 years clinical experience in HIV/AIDS programs in developing countries
• 1-2 years experience working with facility level data
• Experience working with local partners, including NGOs and CBOs and knowledge of the local context
• Understanding of the political and ethical issues surrounding HIV infection
• Ability to work well with government facility staff
• Good analytical skills and experience with standard statistical software (STATA or SPSS) will be an advantage
• Ability to pay attention to detail
• Well developed written and oral communication skills
• Familiarity with USAID programs will be preferred

PROGRAM OFFICER (2 POSITIONS)
LOCATIONS: LAGOS AND BAUCHI ZONE
• Under the supervision of the Senior Program Officer, the Program Officer will support the planning, design, review and monitoring of activities under the GHAIN project.

KEY RESPONSIBILITIES
• Assist the Senior Program Officer in providing assistance to program planning, design, review and monitoring
• Assist in strengthening a system of reporting on program progress against stated objectives and monitoring and evaluation frameworks, according to USAID and PEPFAR guidelines
• Support capacity building for implementing partners
• Remain informed on current programs and research in the STI/ HIV field

MINIMUM REQUIREMENTS
• BS/BA in public health or a related field and 5-7 years relevant experience or MS/MA in public health or related field and 3-5 years relevant experience in HIV/AIDS programming
• Experience working with NGOs and CBOs
• Strong knowledge of HIV/AIDS programming and project monitoring
• Knowledge of health programs in developing countries, sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infection
• Ability to work well with- other members of staff and FHI partners

CONTRACTS AND GRANTS MANAGER (1 POSITION)
LOCATION: COUNTRY OFFICE ABUJA
• The Contracts and Grants Manager will work with the Associate Director Procurement, Contracts and Grants in providing administrative leadership for the management of awards and sub-awards for contracts, grants and cooperative agreements.

KEY RESPONSIBILITIES
• Monitor work flows and help develop and implement systems to provide sound management control over FHl's compliance with award terms and conditions and FHI policies
• Develop and implement procedures to ensure compliance with award terms and FHI policy
• Support the contracts and grants and other FHI staff to ensure that contracts and grants tools align with program needs
• Maintain good working relationship with contract/technical personnel from FHI headquarters, USAID, other donors and implementing agencies
• Develop templates, provide guidance and identify training needs to ensure FHI contract and grants functions are consistently applied across the program and in coordination with the global organization
• Collaborate on draft contract and grant documents and provide general communications to the field on such matters
• Interpret and apply funding regulations to ensure that all FHI policies and procedures and procurement and contracting requirements are met for sub-agreement and sub-contracting activities
• Coordinate the development and implementation of procedures to ensure that adequate records and audit trails of projects are maintained
• Develop and implement procedures to ensure that contract and grants processes and related projects are efficiently monitored and executed in time
• Provide input for the revision of contracts and grants policy and procedure

MINIMUM REQUIREMENTS
• BS/BA in business administration, accounting or related field and 7-9 years relevant experience, or MS/MA/MBA with 5-7 years relevant experience in a similar role or an NGO setting
• Relevant software skills to include spreadsheet and database software and management information systems
• Working knowledge of donor (USAID, CDC, DFID, GFATM) contract and grant agencies Ability to interpret funding regulations and develop implementing procedures

HUMAN RESOURCES ASSISTANT (1 POSITION)
LOCATION: COUNTRY OFFICE ABUJA
Under the supervision of the Senior Human Resources Officer, the Human Resources Assistant will provide operational support for implementing effective human resource processes for the GHAIN project in team functional areas, including recruitment, employee relations, benefits administration, compensation, HRIS, and training.

KEY RESPONSIBILITIES
• In consultation with the Senior Human Resources Officer and Human Resources Manager, invite selected candidates for interviews and ensure candidates have proper documentation during interviews
• Liaise with the Senior Human Resources Officer to provide accommodation for entitled new hires
• Maintain record keeping systems
• Prepare, file, and track purchase requisitions, and travel documents
• Make out candidates offer checklists, do reference letters to referees and collate reports for candidates’ personnel files
• File all documents appropriately into personnel files
• Print and package new hire orientation packages
• Print and circulate employee policy manual
• Execute individual exit process including prompt terminal benefit computation and settlement

MINIMUM REQUIREMENTS
• Bachelor's degree in human resources management, business, public administration or related field
• 1-3 years experience in the areas outlined
• Familiarity with international NGOs will be an advantage

ADMINISTRATIVE ASSISTANT (2 POSITIONS)
LOCATION: COUNTRY OFFICE ABUJA
The Administrative Assistant will be responsible for providing administrative and secretarial support to the departmental Director in the country office.

KEY RESPONSIBILITIES
• Serve as point of contact for logistic and administrative needs in the country office
• Coordinate all administrative and secretarial support services for FHI/Nigeria country office
• Keep proper office records/filings appropriately
• Record minutes of staff meetings and circulate same among staff in the country office
• Cordinate all travel details/logistics for the director and other persons that may be assigned by the director
• Assist the director in providing logistic support for workshops and trainings
• Perform any other duties that may be assigned by the director

MINIMUM REQUIREMENTS
• University degree, HND, or recognized equivalent with 1-3 years experience as administrative assistant
• Familiarity with administrative and secretarial skills
• Experience with a large complex organization and familiarity with international NGOs will be an advantage

SECURITY OFFICER
The Security Officer, under the supervision of the Administrative Officer, will ensure security of life and property of AHNi/GHAIN staff.

KEY RESPONSIBILITIES
• Ensure safety and security at the Lagos zonal office
• Perform regular and routine surveillance of AHNi/GHAIN properties, vehicles and staff at the Lagos zonal office
• Record the inflow and outflow of activities of AHNi/GHAIN staff, visitors/consultants and materials
• Report technical situation concerning electricity, water supply and safety of properties
• Report security lapses and proffer necessary solutions
• Monitor electricity supply, generator operations and servicing
• Report threat to security of staff life or properties to the appropriate authority
• Apply necessary measure in case of fire outbreak at the zonal office
• Perform other duties that may be assigned by the management

MINIMUM REQUIREMENTS
• A retired military officer with at least WASC/SSCE or related certificates
• 1-3 years work experience with a reputable agency in security role
• Knowledge of computer word processing, e.g. MS Word, Excel, etc. will be an advantage
