DESCRIPTION:
MCHIP is the USAID Bureau for Global Health's flagship maternal, neonatal and child health (MNCH) program, which focuses on reducing maternal, neonatal and child mortality and accelerating progress toward achieving Millennium Development Goals (MDGs) 4 and 5. Awarded in September 2008, MCHIP works with USAID missions, governments, nongovernmental organizations, local communities and partner agencies in developing countries to implement programs at scale for sustainable improvements in MNCH.

MCHIP brings together a partnership of organizations with demonstrated success in reducing maternal, newborn and child mortality rates and malnutrition. Each partner will take the lead in developing programs around specific technical areas: Jhpiego, as the Prime, leads maternal health, family planning/reproductive health, and prevention of mother-to-child transmission of HIV (PMTCT); JSI - child health, immunization, and pediatric AIDS; Save the Children - newborn health, community interventions for MNCH, and community mobilization; PATH - nutrition and health technology; JHU/IIP - research and evaluation; Broad Branch - health financing; and PSI - social marketing. Macro International continues support for the Child Survival and Health Grants Program (CSHGP) and the Malaria Communities Program (MCP). MCHIP is currently implementing USAID-supported MNCH programs in more than 27 countries.

This is a dual position. Approximately 50% of the Program Officer's time will be devoted to MCHIP-wide functions. The other half will be devoted to working with JSI finance and administrative staff and MCHIP technical staff to design and support Francophone country programs that are led by or have substantial technical involvement by JSI staff.

RESPONSIBILITIES
MCHIP Program Officer/Country Programs (50%)

The Program Officer/Country Programs is a core member of MCHIP's headquarter's team. S/he works under the direction of the Country Support Team Leader (CSTL) to orient and monitor the work of MCHIP's Country Support Teams.

Specific responsibilities include working under the direction of the CSTL and other staff at headquarters to:

- Develop internal processes and systems for country program planning, management, and tracking; orient MCHIP CSTs to MCHIP policies, procedures and priorities
- Coordinate the internal review of country workplans by MCHIP's executive management team and technical team leaders; participate in review of core workplans as they relate to country programs
- Track country workplan submission and approval by USAID Missions and USAID/Washington
Provide input to the MCHIP finance team for the preparation of work authorizations related to MCHIP country programs
- Plan and assist in facilitating regular country program review meetings at headquarters
- Maintain up-to-date files - electronic and hard copy - of all country workplans, budgets and approval documents
- Track anticipated field support obligations and allocation of Core funding to MCHIP country programs and activities
- Triage requests for information about MCHIP country programs, workplan submissions, etc. to appropriate team members
- Review country submissions for MCHIP's reports and work with CSTs and COPs to revise when necessary; prepare or review text on country programs for internal and external MCHIP websites; promote and support information sharing across programs to facilitate integration
- Work collaboratively with Knowledge Management/M&E Group and country teams to contribute to MCHIP publications and to develop and/or improve monitoring and reporting processes as they pertain to country programs and activities
- Promote and take action to improve the quality of work performed within the country programs and by the CSTs
- Other tasks as assigned by CSTL

Program Officer for JSI-led Country Programs and Activities (50% time)

The Program Officer will support the design and management of MCHIP country and global/regional programs that are led by JSI or have substantial technical involvement by JSI staff working on MCHIP. In this capacity, he or she will work under direction of the COP and/or the Country Support Manager and with CSTs to:

- Coordinate the development of concept papers, strategic plans, annual workplans, budgets, and performance monitoring plans (PMP)
- Under the direction of JSI Finance Manager, open JSI-led field offices, including finding and leasing office space, procuring equipment, adapting JSI personnel and administrative systems to meet MCHIP's needs, and recruiting and orienting program administrators and other program staff, as appropriate
- Develop specifications and source origin waiver justifications for the procurement of equipment and commodities
- Work with MCHIP COPs and technical officers to ensure that scopes of work for short term technical assistance are clearly written and that appropriate staff and consultants are being mobilized when they are needed to execute project work plans
- Ensure that all necessary international travel requests are submitted in a timely manner and according to USAID/W specifications
- Review and work with consultants and MCHIP technical officers to finalize and distribute trip reports and other technical documents
- Convene regular review meetings and conference calls with field staff during country program implementation, including periodic budget reviews
- Participate in routine meetings with USAID/W and represent MCHIP to USAID missions during country monitoring visits
- Develop and maintain excellent relationships with internal and external colleagues and partners
- Supervise Program Coordinators supporting JSI-led country programs
- Other tasks as assigned by CSTL

QUALIFICATIONS
- Advanced degree in public health, public administration or related field
- Minimum 5 years experience managing international health programs, with at least 2 years working overseas in a developing country environment
- Demonstrated administrative, finance, program planning and management skills and experience and knowledge of common planning frameworks and monitoring tools (i.e., Logframe, results frameworks, VIP, Microsoft Project or other scheduling and tracking tools)
- Proven skills in group facilitation, team building and coordination
- Knowledge of USAID policies and procedures
- Proven ability to interact with senior level international health professionals and other partners
- Demonstrated ability to manage multiple activities simultaneously and work in a complex environment with teams whose members are physically located in different time zones and geographic areas around the world
- Results orientation and ability to produce high quality work under deadline
- Excellent verbal and written communications skills and the ability to organize and present information in a compelling way
- Awareness of and sensitivity to working in multiple socio-economic settings and with multi-cultural groups in developing country environments
- Ability to travel up to 30% of the time to developing countries
- Fluency in French
