DURATION: long-term

PROJECT INFORMATION:
The purpose of the programme is to improve core Federal Government of Nigeria systems and capacity to deliver public services. Among other areas the programme will focus on:

Civil Service Reform
Improving monitoring and delivery of public services
Public Financial Management

EXPERIENCE & QUALIFICATIONS
HTSPE is looking for a SENIOR LEVEL CONSULTANT with experience of leading civil service reforms in comparable situations.

At least 10 years’ experience managing Civil Service Reforms

Expertise in restructuring and strengthening key agencies, and civil service legislation, rules and regulations

Expertise in HR management, organisation review and development

Proven management experience co-ordinating and integrating work of short-term consultants

Extensive experience of working with senior government officials on civil service reform programmes

Provision of strategic support and advice to central agencies responsible for the management of the civil service

Nigeria experience desirable, African experience essential
